A RS at this price makes no sense. An effective RS is done to accomplish 2 things that must work in tandem for it to work. The OS must be reduced to a respectable level and the share price must move to a level that supports the company's ability to move forward (eg: a $1 post RS price allows more 'institutional' investing or a $5 SP allows for possibility of movement to a higher exchange). Well a 1 for 1000 RS would certainly bring the share structure into order here it would only move the SP to .20, not a very useful level.

Note, if you see a RS happening that does not support the above criteria, get ready to do some fast trading to get out, and then run for the hills because 99% of the time a RS just doesnt work when it is done for no clear beneficial reason! (And no, simply reducing the OS to a manageable level by itself is NOT a clear beneficial reason).
