The results of testing against Oseltamivir were first reported to a conference and then released as a PR. The PR reported on the presentation at the conference. Same with RabiCide results. First a conference of peers and then a PR.

The presentation is an abbreviated form of the paper that is presented to the conference body, scholars and fellow researchers within the discipline. The presenter first submits an abstract that is read by a review committee. The review committee then approves the submission for presentation. The abstract, and presentation paper are then published by the conference and is available to anyone who wishes to purchase the conference proceedings such as in the case of The Santa Clara 2007 NSTI offers this:

"Conference Technical Proceedings

Couldn't join us on-site? The nanotech proceedings offer 3,064 pages of the latest peer-reviewed nanotechnology research."

The above includes the published form of Dr. Diwan's RabiCide presentation. The PR reporting the RabiCide results discussed the presentation. From the PR:

"NanoViricides' President Dr. Anil Diwan unveiled the electron micrographs at the Nano Science and Technology Institute's (NSTI) Nanotech2007 Conference in Santa Clara, CA, May 24. An abstract of the presentation can be viewed at BioNano: NanoMedicine, Diagnostics, Imaging & Therapies http://www.nsti.org/Nanotech2007/showabstract.html?absno=281"
