Scottrade told me by mail that I can't transfer shares to another account due to the DTC suspension of services.

Scottrade rarely keeps shares in house. All shares are held at the DTCC for ease of transfer.

Scottrade will let me sell my shares but I can't buy any more through them.

If you want to buy shares, I think you have to use Bank of America or Fidelity Investments. I don't even know if they are still allowing people to buy shares.
