The paperwork is done, the government has it's stamp on it, the specific location (s?) is spelled out, the government wants build a plant to satisfy critical demand and then there's the Jaime son-of-Bolivia goodwill. I liken it to a failed construction project in which a builder runs out of money after grading and sells the project for a few dollars to another builder who has the money to finish it. I may be wrong but that's where I think FMNJ is.
