I am not certain but I would be amazed if the IBM and Intel license witholds SOI patents. The standard license for the big semiconductor companies is all of our semiconductor stuff for all of your semiconductor stuff.

However, a few key products may be witheld. Motorola witheld a license for 68000 compatible products and later for Power PC products. Intel often withholds X86 compatible products. However, AMD has an X86 license but not an IPF license.
