Bailout - Bush will let the FHA guarantee loans for delinquent borrowers (those 90 days late), allowing them to avoid foreclosure and refinance at more favorable rates.

So basically we're going to let the derelicts live in their homes for as long as they want and the government will make the mortgage payments.
