45 mln Loan Approved?

Saratovneftegeofizika” is being purchase by NWOG Inc for $ 45 mln.The bank will use NWOG Inc. assets as collateral, The decision will be made within 60 days. (by SEPT 18)

Perhaps the bank will only loan NWOG 35M? and they had no choice but to isuue 110 mln restricted shares?? Could it be that the deal is done and approved ?
