M WINSTON, The highest interest rate Bond that was issued was a 15.75% coupon on a 20 year Treasury Bond that was issued in November 1981. This Treasury Bond matured in November 2001.

Some Treasury Bills had a higher coupon rate but they were only good for a few months.
