I don't disagree that a social benefit may outweigh cost to some extent. As in your example, I want to be cool in the summer and warm in the winter. However, if the cost of electricity to run the hvac is too expensive, I will find a cheaper solution - a fan perhaps or wood heat.

The facts that several posters have dug out of various symposium documents would seem to strongly identify the KDS as effective on a number of fronts. The ability to kill pathogens and create a usable, safe end product are well established at this point. There are certain applications where throughput has been sufficient for the purchaser. However, PG apparently has indicated this specific factor must be resolved in order to move forward with the project. Throughput in this case would seem to suggest a cost benefit that PG is interested in. Unless there are other social/governmental requiremets, I doubt the city would willing invest in the project with some predetermined payback.

I would interested in yours and others understanding about this.
