It is a business classification.

"Blank Check" is SIC (Standard Industrial Classification) code 6770.

The government sorts every business according to an industry classification.

A blank check company is a company that has NO business operations.

In plain terms, Winick started the the company years ago just for the purpose of selling it and apparently somewhere along the way Hugo Rubio bought it. It is now Hugo's business, and he can "fill in the check"; i.e., make the corporation anything he wants after that. That's what happens with a blank check company. It doens't have anything at all to do with being in the checking or banking business. He acquired B-Com from Winick the same way, which later became CHNW which most recently became EFGO.

What Rubio intends to do with it is likely only known to Hugo, Garr, and whoever other principals are involved. Maybe someone can take the baton here and find out...
