In Florida a 5 day demand notice is required before eviction procedings can be filed. This is for commercial property only, residential is either 3 or 15 days. After the demand letter has been recieved and the days pass with no payment, only then can the lessor file for eviction. This procedure in Florida would take at min 45 days for a final verdict of eviction to be issued by the Judge. To delay all actions RA and team could submit a countercomplaint saying the lessor has not done requested repairs so payment is being withheld until repairs are effected. This would delay the action even longer with the courts. Florida law is not the same as what you posted.
