He's against FEDERAL relief. Storm relief should be up to state and local governments. That's what the founding fathers intended.

And look what FEMA has done. Billions wasted. Look how ineffective it was. It was a nightmare for those people when Katrina hit.

i think that falls into the category of "necessary services"

It's necessary on a local level, only if the voters of that state/city agree. It is NOT necessary on a federal level.
