One can hold out hoping for .02 shares and never get them when others snap them up at .023 (just an example), and thereby miss getting more. On the other hand, you could buy a bunch at .028, like I did the other day for example, as they come available, and know you have them at a decent cost. They could then drift down lower, but I figure better to have some at a good price than to miss out entirely by waiting for the steal. When the stock takes a run again and hits .10 or higher, the difference between having bought at .028 and .023 won't be a huge concern.
