Part three does, and so does the article from which the "efficient competitor" comment came from.

To compete with AMD in the network server market, Intel is alleged to have offered microprocessors at below cost.

And if there's any controversy over what the definition of an "efficient competitor" is, just plug Intel's own per-unit cost numbers into the equation... Intel's tailored-rebate (a.k.a. volume-bundling) tactic would work just as well against a competitor with Intel's own per-unit costs.
