This is essentially what Pedro told me about the debit cards:

There will be two kinds of debit cards: the Panamersa Moneycard and the Panamersa Gold Card.

The Panamersa MoneyCard will simply be a prepaid debit card. The Foundation will issue MoneyCards to every beneficiary of the Foundation. Whenever the beneficiary chooses, they can transfer money to the card and use it to either make purchases or withdrawals from ATM machines anywhere in the world.

The Panamersa Gold Card will be a debit card that literally represents troy ounces of gold that are held within the Foundation. The Foundation will issue Gold Cards to all beneficiaries who have gold held within the Foundation (I believe). The Gold Card will give the beneficiary access to their gold anywhere in the world. Whenever the beneficiary chooses to utilize the card to make purchases, they will simply call the company, the Foundation will purchase the gold at the current market rate, and the money will be transfered to the card to be used much like the MoneyCard.
