Obviously I'm not a JP fan, but I still think he was a pawn in a bigger game. Most likely he associated with people a heck of a lot smarter than he is. When he went seeking help, they slammed the door on his face and he's hanging out in the wind alone.

This is an interesting twist, nonetheless. I'm sure that as the investigation proceeds it'll show others involved. Whether they can be indicted is iffy. Most know the laws very well and will be hard to indict. JP obviously doesn't have the brains to have done any of this without outside "assistance". He even failed at coercing his own staff. That'll now be used against him.
