That said, that add on sentence I cited is very difficult to interpret as indicating that there was a contract with any other agency. It seems to be pointing out the Plant still wasn't telling the truth about having a contract.

If you're right, it will be very interesting when it comes to trial. If I'm right, there is no way Plant can wiggle out of anything the government charges.

We'll see, in about another year or so...
