it was an easy way to make 15% on the amount withheld but i was always surprised to see the percentage of employees taking advantage of it was well less than 100%.

It is sad to see what a large portion of adults can't get
beyond the need for immediate gratification even for
sizable net gain.

There's a famous psychology experiment with children
where a child is presented with a plate with one cookie
on it and is told they could have two cookies later if
they left the one on the plate alone. They then left the
child for a length of time that was the control variable.
Some children couldn't even wait ten seconds before
eating the cookie while others could wait steadfastly
for surprisingly long times to get two cookies instead.
In some studies the children were tracked well into
adulthood. Unsurprisingly the ones who grabbed the
cookie had the highest occurence of self control related
issues such as criminality, financial problems etc.
