I'm pretty sure it's not Raytheon because Raytheon has a competing product for interoperable radio. Plus I wouldn't call Raytheon a "Major Supplier of U.S. Military Expeditionary Support Systems" -- the key word is "expeditionary". They don't say where the other company is located or if it's public or private.
The only real clue is that the other company is also a strategic partner with Lindstrand. So all we have to do is go spy on Lindstrand. Good luck -- Lindstrand is in the UK and Virginia. Too far for me to check out either place.
