Well, it's certainly not any legitimate retail investor/trader!

If you are intelligent enough to have a trading account online or have a traditional broker, then you don't do things like this.

I think that transactions like this are maybe MM signals or maybe something that has to be done to correct something in the system, etc. & there are no commissions charged in these cases.
