I share your consternation why DNAP hasn't gotten a NIH grant.
In this country politics play a role you can't believe. For any company to get an NIH grant they must be allied, somehow, with a current administration's cabinet member or legislator.
For example, Genaissance, a Yale based company, will get great favor from an administration whose head is a member of Yale's secret society.
I have no idea of DNAP's political leanings, but judging their inability to obtain government grants, I'd say they're not great big Bush adherents.
