on that note, I was talking with the manager at my nearest Scottrade office, and he mentioned that they are not allowed to trade. Does anyone know what the facts are concerning that?

That seems to be a pretty big sacrifice to make just to work at a Scottrade local branch, especially when you're around the stuff all day, and probably have some idea about what you're doing.
