That's pretty much what I envision.
I believe that Apple bought the bare/raw die from both Samsung (memory) and Marvell (processor), brought them either in house or sent them to a third party who assembled them into the BGA package that you see in the photos. Sectioning the package would reveal each bare die. Each die would then have the the Samsung or Marvell markings on it.
I agree with Lakers. The only hesitation that I have is that the iPhone has been in development for a while (a few years?). Did Apple have that kind of relationship with Intel at that time to have them designed in? That is the only argument that I see for the processor NOT being Marvell's.
