It 'means' what it 'appears' to mean. It takes no stretch of the imagination to understand why Don has held off on the filing.

Now, investors can better see how humungous, with even just Russia's approval, that LTC will be.

IMO, FDA approval is now 'in the bag'. The U.S. does not let Russia stand at the forefront of technological advances without quickly keeping pace.

Why, that'd be an embarassment! lol
