If there had been news to pop the price to .10 and the BOD did not release that info prior to the release of info of a RS it could be an attempt by them at stock manipulation, and grounds for SEC penalties and ciivil lawsuites. OF course the RS may not have been released by the BOD but was a form discovered in a gov file which still had not been filed. I can't remmember where that RS info first came from.
