In my opinion it was probably a mistake but I have proven back in February 2001 to the SEC that the MM's print false trades to skew the charting software that investors/traders use. They then use this to manipulate a stock to go in the direction that they want (or need it to go, if they are short or long).
This situation is still under investigation. Whether anything comes of it I don't know but I did get one law changed last year when I apparently proved the MM's were front running limit orders (see footnote #21 of the new SEC legislation from earlier this year).
I try my best to keep things on the up and up. I don't mind losing money if I make the wrong analysis but when I or any investor loses money because of manipulation then I will do whatever I can to see that the manipulation is stopped and trading remains fair for everyone.
