Generalizing -

You think the bayou is corrupt, it probably does not hold a candle to financial corruption that is facilitated through the banking system in that area.

Sure chiliar could be right and it is nothing more than a double dip. But to aquire an offshore financial institution and with the many long time unanswered questions we have along with being strung along like we have been, it would more and more look that it would be a way to hide money and/or avoid taxes.
