Regarding internet sales:

There is an ongoing dispute among the liquor lobby regarding sale of alcohol across state lines - too many state, local, and county regulations to resolve. The big distributors fighting internet sales tooth and nail.

My guess, behind it all, the States and Feds are worried about the Indian reservations selling alcohol nation-wide and the subsequent loss of tax revenues.
