have they started on preparing the area for mining? whacking down trees, eliminating all the wildlife in the area, building the roads, rounding up day labourers, setting up lighting for night work, setting up power lines, instructing the miners the details of the mines, setting up the mining supervisors on-site office, getting communication's lines/equipment together...
