PAIM has all sorts of government connections in its country, they mean nothing in "wild west" countries. Panama is a country where $ mean everything, Remember Manuel Noriega?
Even in the states figure heads are involved in nasty scams, look at TRNP, Zeidman is a Pal of george Bush and on the board. The company actually tanks on good news,(check out the chart, OUCH) it is made to kill shareholders and enrich insiders.... There are many examples. Figure heads mean nothing especially in 3rd world countries. In the end this will be very ugly mark my words and if it does not then i will never post here again and will even buy some LOL. Mr market does not believe the financials for no reason.
