Elmer, the source is saying verbally "it was decided to release cpu's of stepping B0 as Prescott 2.8A with 533 Mhz bus and no HT support". The word "packaged" was mine - if it's wrong than it's wrong, my apologies.

About 3.6 Ghz limit for upcoming Prescott: yes, LGA will lift this limit. There are two cases: Prescott stepping C1 will not be released as socket 478 at all and go straight to LGA or it will, but limited to 3.6 Ghz until LGA comes. In first case we won't see socket 478 with 3.6 Ghz at all.
