Regarding the ability to do packaging: IFS (a part of HTDS) was a spinoff from HKI, Inc which is a manufacturer of chemical products. They mix and package products since the early 1980's. Harvey Katz, the CEO, is still invloved with IFS on a consulting level. HKI was packaging the Styro Solve for IFS. I do not know if they still do. IFS may be packaging now. Anyway HKI has been designing packaging, mixing chemical products and marketing for a long time and several people from HKI are still closely involved with IFS/HTDS.

Also, manufacturing and packaging can easily be outsourced. Many manufacturers prefer to specialize in sales and marketing and subcontract the actual manufacturing, thus eliminating the investment in, and maintenence of, packaging equipment as well as keeping staff, and the accociated cost and liability, to a minimum.
