While anything is possible, I doubt there is an ex-employee cooperating with the SEC. Chrome controls 47% of ERHC, the SEC is investigating ERHC, its logical to presume that the SEC would also investigate its controlling entity, the company that makes all material decisions for ERHC, Chrome. Investigating Chrome is just a logical and rational extension of its investigation into ERHC. It seems from the SEC filing, that this attorney, represented Offor and Chrome Mgmt services as it related to ERHC, and also for some period of time was Secretary of Chrome Mgmt Services, just means he sat on the board of Chrome here in the US. I'm not alarmed by this event at all, the SEC is simply looking for something, if they knew of anything evidentiary that was specific they wouldn't be asking for all files relating to all activities between Chrome and ERHC. Its fishing plain and simple IMHO.
