The dilution is happening in conjuction with the shorting... becuase of financing clauses things like the following...
UCOI's debentures were issued with terms of 180 days, accrued interest at 8% per annum, and converted at a discount of 50% of the closing bid for the Company’s common stock on the date of conversion...
