I believe insider information refers to HOW the information was obtained (i.e through access to inside sources) NOT what the information IS. Let's say someone obtains DR. C's forwarding address, he or she follows the trail; it leads to a house on the shore of Thailand which is owned by the President of SIAM Concrete. Further investigation leads to the discovery that he is being driven around in a limousine owned by a company whose owner also happens to be the Executive Vice President of SIAM Bank. This would not be insider information but might lead to some fairly reliable conclusions. Now would you immediately share this information with this board OR would you call your brother, your sister, your aunt Jane and say, "You need to buy as much ACMG as you can afford quickly before everybody else finds out about this." That is neither insider information nor stock manipulation.
