No, private individuals have no obligation to inform the public of anything they know or think they know in reference to a given company. Say individuals from this board obtain a photograph of Dr. C in Thailand shaking hands with an obvious business man. What legal obligation do those individuals have to tell anyone else about the photograph? None. (By the way, I know of no such photograph, so I'll save you the speculation). If they buy or sell stock because they believe the photograph means something, that is neither insider information nor stock manipulation. It is what people here do all the time, make decisions on the basis of their assessment of what they have learned through their due diligence and what it means.
