The 15c211 if updated and shows all the activities of all divisions and can move them to the solicited side and as a reporting issuer.

I get the take that is where they want to be at, but they may be waiting to get all the divisions up and going before they update the 15c211. (this sentence I have no proof it just makes sense)

They already Pr that they plan on meeting the pinks guidelines.
