Normally I would say "no" to a reverse stock split, but that may be the only way to change the share structure...lower the O/S and A/S. Besides a stock buyback and I don't think that's going to happen. I'll take a split but he better be very informative in his PR's and yes, he should wait until the PPS is up and RSDS has some cash flow. JMO, of course.
