QUESTION FOR THE BOARD.......I currently have two lots of 32,000 shares apiece for SOMA identified only by cusip number in my E Trade account. The geniuses at ETrade tell me I must send $150 for a research report that will take ten days, and then they will tell me when I can start trading the stock.

Is this a standard procedure? I would appreciate any help or advice.
