Shock and Awe was the phrase used in the opening salvo of the second Iraq war. It was used for psychological effect, but had a major psychological flaw--by showcasing our biggest strength, it also showcased our weaknesses.
We announced ahead of time that it was the best we could do. If the other side survives it, then it shows what we can't do--they took our best and survived.
As with here--"shock and awe" sets the bar very high and courts disappointment. Their "shock and awe" PR would get a better result if they stopped telling us how wowed we will be by it.
