In-licensing has to be evaluated in the context of the company's own pipeline, because of the opportunity cost. The "shots on goal" analogy is valid only insofar as the company has underutilized resources. The reason I think this approach doesn't make sense for COR is because they have so many promising in-house products. A synergistic inlicensing would be a different story, but it isn't obvious at all to me how one can know which to choose ahead of time.
