Interesting find, but is it true? Maybe it's just another spin of the LITL scam. Personally I don't know what is true and what is fiction with this whole company. If you look at the web page there is no return address and no indication as to who wrote it. It is a domain from some foreign country (.ca) which probably can be purchased by anyone. I wouldn't bet anything on this document but then again i wouldn't bet anything on this company either. But then againand again, I already did bet on this company and lost so maybe I'm not as smart as I may think I am.
In any case, this whole company (if it is a company) is fishy. I'm following it out of curiosity to see to where it is spinning.
