I don't fully understand the State Department connection.

They have been involved with India, Southeast Asia country ( I suspect Indonesia) Central America ( hunch is Columbia here) and probably many more sales we were not made aware of.

Is this the illusive FBI connection that went away as soon as it was mentioned or perhaps some CIA sting? Or are we looking at some sort of counter terrorism DHS tendering network. Blessed if I know. Mighty heavy wraps on any State Department info thus far but it remains a dark area of public info.
