The reasoning is, the larger shareholders have more of a sway on the pps, and so 'carry more weight'.

ALL Hemi shareholders matter, but if the larger shareholders will transfer their shares to the Willshire group, the smaller ones will follow suit, and Keith and Willshire will then KNOW where and how many shares are there...kinda like being a designated MM who will NOT short/naked short the stock, especially since they may be a financier for Hemi, and will want the assurance that the stock can be manipulated.

And yes, the goal I believe is to take Hemi to a Big Board, ASAP.

Keith is just too plumb sick of the MM games, and knows that when you strike while the 'iron is hot', things change the quickest and easiest.

I've been saying it all along...watch for the BIGGEST short squeeze the pinksheets has ever seen!!! (and it won't be a rumor...it'll be a fact!)
