I had the same problem awhile back. If you're using E*Trade, they could be the issue. When I put in bids that were at the offer or better, I often had to call and complain and ask them why they weren't taking out the offers.

They would take 5K shares and then move the offer up. They are short and are doing everything they can to keep a lid on this.
