PBLS obviously did not think so. However, they probably were not in the position to do so (and I don't mean because of a lack of funds). I know they were investigating other options but decided it made the most sense to try to make it work on the pinks (probably the OTCQX listing). OTCQX has come about partly (mainly?)due to Sarb-Ox. Have they made the right decisions? I don't know. However, how could one ever really be sure in advance what the right decision would be. Let's just hope the share structure and financials look good. Then if they move to OTCQX and/or file with the SEC, we can see what the pps is based upon various valuation algorithms. I'm just hoping it goes high enough that I won't care!
