... nobody offered anything yet - we are just "in negotiations". And, you are right, it's very likely that the future deals with "large Russian company" (including merge in Saratov) depend on ME success - as precondition. But promising to give us "an important updated information concerning all current projects" Malyshev probably expects to have this "important information" by the end of May...
IMO.
