Nope, they've diluted a fair bit since then (but still nothing to explain the pps it is at right now).. the share structure is different now...

For Atlantis Business Dev as of 04-27-2007 there were 63,634,000 shares outstanding with 36,487,186 shares free trading and 27,146,814 shares restricted.

market cap of basically $350k... for an OTC stock...
