If Larry is selling @ .001, he`s only getting $1000 for every Million shares he`s selling- - I doubt he`s doing that, unles it is to make the shorts ( SEC ) happy and get back on the Pinks at least.
Otherwise, if he actually has Dalian signed, he`d be the proverbial fool to sell 100 million shares at .001 when he could probably get .01 at least if Dallian is finalized. JMHO !!!
