For one, screen resolutions vary for cell phones. It vary quite a lot more compared to your PC monitors which may have several screen resolutions. For mobile phones, there are just too many different screen sizes/resolutions compared to PC monitors. Here's an example about mobile phone's resolutions:
"If you go to Sun's Web site there are 56 devices that are J2ME compliant," said Rodway, referring to the Micro Edition version of Java that was developed for mobile phones and other low-powered devices. "But there are 24 different screen resolutions. Write once, run anywhere just doesn't happen." A developer who wants to write a game for every device would have to do 24 versions just for the different screen sizes, he noted. "Then there are different sound capabilities, different color depths and so on."

And when you're done with that you have to deal with firmware updates, different browser software, the different capabilities, and so on.
You can create a "generic" site that can work across all platforms. Sure. But, as somebody once said, "How useful and cool would that be?"
Not very. You want the cool and useful stuff. You want a site that dazzles and easy to use. Not something that limps along.
